It really depends on the type of website you're promoting. That, and how big your budget is. If you have a niche website and/or your budget is small, then you'll likely want to focus mainly on long-tail keywords. If you're in a more competitive market and you have a big enough budget, then you should focus more on optimizing for the more competitive keywords. When you optimize for competitive keywords, you'll gain more long-tail. So, the question isn't what's the proper ratio, but rather, should you and could you focus on more competitive keywords? That's up to you to decide.
